Impervious Area Study
Bedford, a city with more 13,000 residents, hired Lochmueller Group (Lochgroup) to aid in the development of a stormwater utility fee. Lochgroup assisted with the formation of a stormwater board and writing the ordinances for formation of the utility and rates.
Lochgroup used the Lawrence County GIS system for property information to generate more than 800 drawings for a sampling of residential along with all commercial, industrial, and institutional properties in Bedford. These drawings were used to calculate a newly established stormwater fee based on each parcel’s impervious area.
Lochgroup dedicated extra staff to fast-track the drawings, allowing the newly formed stormwater board to shave several months off the timeline to implement the new fee, allowing the city to begin stormwater projects faster.
