Rockport selected Lochmueller Group (Lochgroup) to complete a Parks and Recreation Plan that lays out programming, maintenance, and development of the park system over the next 5 years. The study analyzed the existing parks and determined future needs based on demographic trends and public input.
Lochgroup developed a prioritized list of projects, which was divided into three phases: Short- (0-2 years), Mid- (2-5 years), and Long-Term (5+ years).
The Lochgroup effort consisted of:
Task 1: Inventory & Analysis — Developed a “community profile” of demographic and economic data, environmental constraints, and current parks and facilities. Completed a needs analysis based on growth trends in the city, national trends, and standards from the National Recreation and Parks Association.
Task 2: Goals & Objectives — Helped develop overall park and recreation goals based on data analysis and public input.
Task 3: Recommendations — Created recommendations about current parks; new parks and facilities; new trails; and new programs, promotion, and coordination. Defined strategies on how to complete the recommendations, including responsible city departments, possible funding sources, and estimated costs. Established a priority list to define timing to complete projects.
Task 4: Public Involvement Program — Facilitated a public-input forum to craft a Parks and Recreation Plan that truly reflected the values of Rockport’s citizens. This helped build community buy-in and consensus for the plan. Citizens could participate through a project page on Facebook, online or paper surveys, an open house workshop, a public hearing, or direct contact with Lochgroup staff and Steering Committee members.
