Bicknell hired Lochmueller Group (Lochgroup) to study ways to improve the city’s water supply and distribution system and draft a Preliminary Engineering Report (PER). Lochgroup designed 11,700 linear feet of new 12-inch PVC water pipeline and 1,800 lf of small-diameter mains and services in the highest priority areas. Lochgroup oversaw all phases of the project including design, permitting, bidding, construction administration, and resident inspection.
The city’s primary distribution line was constructed along SR 67 and contained five separate crossings beneath the highway, requiring close coordination with the Indiana Department of Transportation. Other permits included Indiana Department of Environmental Management Drinking Water Construction Permit and Knox County Cut Road Permit.
