Lochmueller was selected for the Noblesville Safety Action Plan (The Plan), which was initiated in October 2023 following the award of an SS4A grant in February 2023, to develop a comprehensive strategy to make city streets safer for all users, no matter age, ability, or community.

The City of Noblesville, located in the heart of Indiana, is renowned for its diverse residential neighborhoods and vibrant historic downtown, and as a community that prides itself on being a place committed to ensuring the safety of all its residents and visitors as they travel throughout the city.

In the broader Indianapolis Metropolitan Area, traffic crashes result in approximately 170 fatalities and 4,500 serious injuries each year. Recognizing that these numbers are both preventable and unacceptable, Noblesville set the goal to eliminate traffic deaths and serious injuries by 2050.

The Plan exemplifies a strong determination to advancing the transportation profession through several key initiatives and practices. The Plan integrates rigorous data collection and analysis to identify high-risk areas and develop targeted interventions, setting a benchmark for data-driven decision-making in transportation safety. Innovative public engagement strategies, such as online surveys and the Public Input Mapping Tool, demonstrate a forward-thinking approach to community involvement, gathering valuable input and fostering a sense of ownership and collaboration among residents.

The Plan’s well-balanced scope and format are evident in its structured approach, combining data-driven analysis with community input and strategic recommendations. The six plan elements (Vision, Background & Context, Engagement, Analysis, Safety Toolkit, and Action Plan) ensure a thorough examination of safety issues and the development of actionable strategies. As the first city in Indiana to utilize SS4A funding for a safety action plan, Noblesville is leading by example. Since finishing the Noblesville Safety Action Plan, the City is already successfully implementing the Plan by creating a Traffic Calming policy, a Complete Streets policy, and a Pedestrian Crossing Guide while they work on funding for capital projects.

The commitment to this Plan from the City of Noblesville and Lochmueller is rooted in the belief that every life is valuable and that safe streets are essential for a thriving community.
