Star Valley Way was a $13.6 million project provides a new terrain 2-lane roadway with better access from SR 60 to the community of Starlight’s popular attractions, as well as a safer, more efficient route for truck traffic through the County’s rolling terrain. The project included the reconstruction of the Rake Road and St. John Road intersection and the addition of lanes to SR 60, plus clearing, excavation and embankment, installation of numerous drainage structures from pipe to 3-sided box structures, asphalt pavement, landscaping, signage, and the construction of a wetland and stream mitigation site.

Lochmueller’s construction engineers began by reviewing the plans to suggest cost-saving alternatives. Lochmueller then oversaw construction of the 2-mile road that required a significant amount of blasting through bedrock. Given the steep grades, careful attention was paid to the proper placement of excavated soil and rock for embankments. Erosion control was another factor that needed special attention due to the roadway's 7% incline. Ongoing monitoring of temporary and permanent erosion control measures was key to protecting environmentally sensitive resources nearby.
